Import/Export Permit (formerly COSE permit)
Penn State’s institutional Certificate of Scientific Exchange (COSE) permit has expired, and we will not be pursuing renewal at this time. Due to recent changes in federal regulations, stringent oversight of COSE applications through the Fish and Wildlife Service (FWS) Division of Scientific Authority, and discussions with FWS, we have been advised that individual Import/Export permits may be the best fit for Principal Investigators at Penn State to pursue. Learn more about applying for an FWS Import/Export permit.
