Subaward Administration and Compliance Office (SACO)

The Subaward Administration and Compliance Office (SACO) collaborates with both central and college-level research offices to ensure effective management of subawards and subcontracts. SACO provides subaward services to colleges on an opt-in basis, including timely subaward set-ups, tools and communication on subrecipient performance, subrecipient monitoring activities, timely payment of invoices, and closeout.

The mission of the Subaward Administration and Compliance Office (SACO) is to provide high quality services to colleges to ensure efficient operations and strong compliance for subaward activities. SACO is committed to promoting transparency, accountability, and operational excellence to support Penn State’s research mission.

Goals

Establish Consistent and Compliant Processes for Subaward Activities

Develop and implement systems, processes, and tools to ensure compliance requirements are met, subawards are established timely, and subrecipients are paid.

Promote Increased Efficiency and Improved Workflow

Ensure adherence to federal, state, and institutional policies through effective processes, training, and monitoring.
Proactively address and resolve compliance challenges to maintain the university’s reputation for excellence in research.

Foster Collaboration Across Units

Partner with Research Accounting, Office of Sponsored Programs, Internal Audit, college research offices, and other key departments to streamline processes and improve communication.
Serve as a resource and service organization for college research administrators across the university.

Drive Process Improvement and Efficiency

Leverage data analytics and reporting tools to optimize workflows and enhance decision-making.
Regularly evaluate and refine office procedures to align with best practices and emerging standards.
