
Job Responsibilities
Responsible for assisting faculty members throughout the proposal development and submission process by reviewing solicitations; connecting with sponsors, project personnel, subcontractors, collaborators, and administrators; developing proposal budgets and budget justifications; routing internal approval forms (IAFs); requesting cost share and F&A waiver approvals; reviewing proposal documents for compliance with sponsor requirements and Penn State policy; submitting proposals to sponsors on behalf of the University, and post-submission updates/requirements prior to award issuance.
Professional Background
Morgan has a strong background in grant proposal development and pre-award research administration, with experience collaborating with federal, state, and private sponsors. She began her career at Arkansas State University in 2021 as a Proposal Development Coordinator, where she played a key role in supporting faculty in securing funding for research initiatives. Shortly after, she was promoted to Director of Proposal Development in 2022, where she led efforts to enhance the proposal process, increase awards, and foster collaborations across departments.
In addition to her administrative roles, Morgan has presented at national conferences, sharing her insights and expertise. Morgan holds a Master’s degree in Business Administration, and a Bachelor’s degree in Finance, equipping her with a solid foundation in financial management and strategic planning. In October 2024, she joined the SIRO team at Penn State as an Associate Research Administrator, bringing her expertise in pre-award research administration and a commitment to advancing research opportunities.
