IBC meetings may be canceled if there is not a quorum or if there are no submissions to be reviewed by the IBC at the time that the agenda is created. IBC Meeting Minutes
Effective June 1, 2025, the NIH Office of Science Policy (OSP) has made IBC rosters registered with the NIH publicly available through the IBC-Registration Management System.
As required by NOT-OD-25-082, effective June 1, 2025, approved IBC meeting minutes are available in the IBC Meeting Minutes Folder.

In particular, refer to “What is the expected content of IBC minutes?” Penn State follows this guidance and adheres to the Office for Research Protections for research involving recombinant or synthetic nucleic acid molecules.
The Penn State University complies with NIH requirements with respect to public access under the following sections of the NIH Guidelines: Section IV-B-2-a-(3), Section IV-B-2-a-(6), and Section IV-B-2-a-(7).
Minutes of IBC meetings prior to June 1, 2025 for research involving recombinant or synthetic nucleic acid molecules, including IBC rosters and biographical sketches, will be available to the public upon request. Requests should be sent to the Office for Research Protections: orp-biosafety@psu.edu. Since minutes are a record of the meeting, the IBC, in consultation with the Office of General Counsel, shall review and respond to all written requests for minutes in a manner that is consistent with the NIH Guidelines and applicable redaction policies and procedures. To ensure redaction is performed consistently and in accordance with provisions allowed by the NIH Guidelines, redacted information may include:
- Portions of the IBC meeting conducted as a closed meeting.
- Private information of IBC members.
- Names of guests at IBC meetings.
- Proprietary, confidential or trade secret information.
