The Office of Research Administration Services (ORAS) provides centralized coordination and oversight for Penn State’s grants and contracts. ORAS oversees the Office of Sponsored Programs (OSP), Research Accounting, the Financial Analysis and Compliance Office (FACO), and the Subaward Administration and Compliance Office (SACO). Dedicated to operational excellence, ORAS focuses on delivering exceptional service to faculty and sponsors while identifying opportunities for efficiency.

OSP Processing Times
The Office of Sponsored Programs (OSP) is always looking to improve the quality of its service. We strive to be best in class in promoting transparency and accountability. One of our key service metrics in OSP is our turnaround time.
Aged Receivables KPI
In 2024, Research Accounting launched a bold initiative to redefine its service standards through a new set of Key Performance Indicators (KPIs). One of its most critical goals was to reduce unpaid invoices aged over 151 days.
FY2025 Effort Certification
FACO, led by Jason Guilbeault and Tiffany Cunningham, reached a 99.9% completion rate for this year’s effort certification cycle—surpassing the 99% KPI goal.
