Financial Analysis and Compliance Office (FACO)

The Financial Analysis and Compliance Office (FACO) collaborates with various academic and administrative offices to ensure effective monitoring and closeout of restricted grants and contracts. FACO promotes best practices among post-award professionals, advancing compliance and operational excellence across the university.

Mission

The mission of the Financial Analysis and Compliance Office (FACO) is to ensure the financial integrity and compliance of Penn State’s research portfolio by providing strategic oversight, fostering collaboration across departments, and implementing effective processes to uphold federal, state, and institutional policies. FACO is committed to promoting transparency, accountability, and operational excellence to support Penn State’s research mission.

To be a trusted partner and leader in financial analysis and compliance, driving innovative solutions that enhance efficiency, mitigate risk, and enable Penn State to achieve its research objectives. FACO aspires to build a culture of accountability, continuous improvement, and proactive compliance across all areas of sponsored programs and research administration.

Goals

Establish Robust Financial Oversight

  • Develop and implement systems, processes, and tools to ensure the accurate monitoring and reporting of financial data for sponsored research projects.

Enhance Compliance Standards

  • Ensure adherence to federal, state, and institutional policies through effective training, audits, and risk assessments.
  • Proactively address and resolve compliance challenges to maintain the university’s reputation for excellence in research.

Foster Collaboration Across Units

  • Partner with Research Accounting, Internal Audit, Budget and Finance, and other key departments to streamline processes and improve communication.
  • Serve as a resource for financial officers and research administrators across the university.

Drive Process Improvement and Efficiency

  • Leverage data analytics and reporting tools like SIMBA to optimize workflows and enhance decision-making.
  • Regularly evaluate and refine office procedures to align with best practices and emerging standards.
